Over the course of his graduate career, Bilal hopes to develop a comprehensive understanding of development theory, espectially the discourse between various perspectives that can shape policy goals and methods.  In addition, he aims to acquire the knowledge and skills necessary for conducting policy implementation, and thus hopes to contribute to the field as an informed practitioner.
