Harry is a PhD candidate in Global Governance at the Balsillie School of International Affairs, University of Waterloo. He completed his MA in Global Governance at the Balsillie School of International Affairs and his BA in History at Simon Fraser University.

Harry’s research interests include international financial and monetary governance and developmental finance. His doctoral research examines the intersection between central bank digital currencies, monetary power, and currency competition. His doctoral project closely follows to his MA research on the prospects of digital yuan, officially known as athe e-CNY, for internationalizing the currency.

Prior to pursuing his PhD, Harry spent nearly two years in the United Nations system. Starting off as an intern with the UN Human Settlements Programme where he worked on issues related to sustainable urban development before working as a consultant at the UN Institute for Disarmament Research (UNIDIR) as part of the Security and Technology Programme. At UNIDIR, Harry worked on issues related to cyber stability, responsible AI, and conducted strategic foresight to support on-going UN disarmament processes.
